Why is that? 

Did you know that property taxes (also known as ad valorem taxes) are the ONLY tax BASED ON AN OPINION OF THE PROPERTY’S VALUE?  The methods used by the Property Appraiser to get data and calculate mass property values are, in some cases, inexact and subject to error.  As a result of these errors, the Property Appraiser’s “opinion” of property value can be too high.
